Abstract

Selecting a suitable cloud computing service provider from among several competing vendors is a demanding multi-attribute decision-making problem, since the alternatives must be weighed against criteria such as security, scalability, cost-effectiveness, and service reliability while the judgments supplied by decision makers are seldom crisp or complete. This study extends the fractional orthopair fuzzy set to the circular fractional orthopair fuzzy set by replacing the q-rung orthopair fuzzy set with the circular q-rung orthopair fuzzy set, since the latter carries a radius term and therefore covers a disk-shaped information region instead of a single point. Some basic mathematical concepts of the proposed set, including its score and accuracy functions and fundamental operational laws, are initiated. Further, Schweizer-Sklar operations are formulated within this new environment, and a family of weighted averaging and geometric aggregation operators is studied along with their related properties. Based on the proposed theory, multi-objective optimization by ratio analysis plus full multiplicative form (MULTIMOORA) method is developed and its application to the selection of a suitable cloud computing service provider, along with sensitivity and comparative analysis, is also carried out.
